1. On 11 November General 'ieolae Radescu proposed to King '11-7ihai, through
Professor II. Herescu, that Grigore Gafencu, former foreign minister;
Nicolae Caranfil, industrialist and enfrinoor; Charles Davila, former
minister to .ashington; and Professor Iterescu be appointed to a
Rumanian Committee.
2. 3adescu, although he attends social functions, has maintained that his
health prevents him from beng received in audience by the King. fie
planned to leave France for the United States on 13 November without
waiting for the King's reply to his latest proposal.
3. General n dosou has atte,___pted to brig; pressure to boar on Rumanian students
in Paris to co.. pel there to join his"Union of '-roe Rumanians"under threat
of loss of scholarships and difficulties when they return to a liberated
Rumanian. fie invited rr.eribers of a newly-formed Rumanian military group
in Paris to adhere to the Union, but this invitation eras refused on
the ground that the new military or :-nization did not wish to participate
in politics. 'adoscu has now created a "P"ilitary Council", reportedly
without asking those so appointed if they wore willing to accept the hosts.
4. Copies of the memoranda relative to their conversations at the State
Department with were prepared by Grigore Gafencu and Brutus Coste, as
well as copies of letters to Gafencu and General Radescu from General
Constantin Petro-Lazar, aide to King Hihai, have been obtained h4. the
