t. The drafting of reforms to the Argentine Constitution is being carried out
by Mrs. Peron and Jose V. Figuerola, President Peronts technical secretary
and close adviser.
2. Considerable apprehension exists in both the Army and in Nationalist
political circles over the nature of the changes to be proposed. Although
the Nationalists are supporting Constitutional reform, at least one promi-
nent Nationalist, Carlos Ibarguren, is very pessimistic about the outcome
in view of the active participation of 'Mrs. Peron and Figuerola in draft-
ing the new document.
