1~ As a result of the recent measures tarn a~inst the APR.A in Peru, a number
of IeGSer Party members have taI9en refuge in Bolivia, in the border area of
Lake 'Piticacr~, and in particular in the town of Copacabana. These political
refu~~es are allowed to enter the border area without passports and visas,
but are not given permission to proceed farther into the country. They era
provided by the Bolivian Gov~erntzent *~tith special identification cards, and
azra reauired to report to the immigration control station every two days
2. Another group of APRA members is reported to have taken refuge in Arica, Chile.
The Chilean Goverment has granted permission to a large number of l~pristas to
proceed to cantiago, but sage members of this group prefer to go to Bolivia.
These latter individuals have requested the Bolivian Consulate in "erica to
arrange for their entry into Dol~.via. The Bolivian iiinister of Gav+ernraent has,
however, instructed the Chief of Im~ti;zation not to ac'tMit these raf?'ugeas, since
t'ney already barns asylum in Chile.
