There is a rumor in the Portuguese Foreign Office that shortly there
will be military raaneouvres in the border district around Elvas and
13ada joz in which groups of the Spanish Falange and the Portuguese
Legion will take part. It is in this same area that the Foreign
Office rumors place a future secret meeting between Salazar and
Franco if the latter's state visit to Portugal does not take place.
