Comment. The following information is reported as an illustration
o the degree of resentment on the part of French officials in Saigon against
American Far Ia tern policy.)
Be Dutrait, who was until recently a Surete official in Saigon and who claims
to have been a French intelligence officer during the war, stated that during
his tour of duty in London his office obtained a photostatic copy of a secret
personal letter which he alleges had been written by President Roosevelt to
CIiIA?IG Kai-shek in November 1944, "vi ?tually promising CIIId _?%TG that with the
cessation of hostilities he (CIIA11G) could have French Indochina." He offered
to show the letter to anyone who would come to his office at the Surete in
Saigon. Dutrait intended to return to France in November.
