The internal problems which have beset the Partido Socialista Popular (PSP- Cuban Communist Party) since the Santa Clara Congress of 1 and 2 August 1948 have been resolved, at least temporarily, prior to the opening of the Fifth National Assembly on 16 November 1948. The PSP "old-guard" has control of the party and has expelled hundreds of experienced as well as new party members. 2. Bias Roca, who insists on firm party control of the individual, has succeeded in making the party completely subservient to his wishes. Blas Roca, who reportedly is willing to change his opinion at any time in accordance with immediate party needs, now feels that the party needs to be a dictatorship. Although the PSP claims to have expelled hundreds, a great number of these left the party voluntarily or in disgust many weeks before PSP officials -ousted them. 3. Armando Gonzalez, First Tice President of the Municipal Assembly at Candelaria; Rogelio Roque, Municipal and Provincial Delegate; Blas Alfondo Crespo, a Juventud'Socialista leader; Francisco Palacio Capote, President of the PSP Committee of the Barrio of Pasto Rico; Liberto Perez, Municipal Delegate; and Marcelino Rivera, PS>P President of the Barrio of Barrancos, were among the PSP members who were expelled and who have returned to the Partido Revolucionario Cubano (kutentico).
