SUBJECT Plans to Invade Nicaragua from Costa Rica

General Carlos Castillo Ibarra leader of the anti-Somoza revolutionary forces
of Nicaragua, predicted on 18 eoember that the invasion of Nicaragua would
take place before 23 December. The front at Las Segovias was to be opened
and supplied by air, and the North coast would be supplied by sea. The Costa
Rican front, which is being held against the invaders led by Rafael Calderon
Guardia, is already considered as being open for the attack against Somozao
20 Jose Figueres, President of Costa Rica, stated that he had more than enough
arms to contain the Calderon Guardia forces, and asked that no more be sent
to him from Guatemala or Cuba, He urged an attack against Somozaa
3. The Nicaraguan revolutionaries fear that arbitration action by the Organization
of American States (OAS) may interfere with their plans before the revolution
gets under way,
