1. On 16 December 1948 certain arrests were made in Guayaquil. This
action is believed to be the beginning of a program to confine all
leaders of proposed revolutionary movements against the present
administration. The Government bas apprehended Carlos Guevara
Moreno and several other conspirators.

2. Unconfirmed reports indicate that this action lb' the Government may
precipitate further difficulties. Press reports regarding the situation
are believed to be exaggerated. The Government reportedly acted on
information which asserted that a plot to overthrow the administration
was under way. No open action by opposition groups has been reportea.
-Comment. On 19 December there was a large meeting of Communist
Party members in their headquarters in Quito, which may or may not
have any connection with the above activities.)
