Curfew was maintained in Tientsin throughout the morning of 18 December. Only official care and pedestrians with proper passes were permitted to circulate. 1? . The reason for the maintenance of curfew and traffic control during the day, according to a report said to have originated in Garrison Ileadquarters, was that 40,000 completely demoralized Nationalist troops coming from the Taneku area were looting and shooting enrouto. The curfew resulted in the a3most total iithdrawal of demoralized troops from the streets and in the lessening of disorder. 3. Excessive intermittent gunfire came from south of Tientsin after midnight and continued through the morning of 18 December. 4. Four China Air Transport plhne'R left Tientsin late on 1 December. Vaased 5. troops on the airfield make future landings there improbable; however, the completion of the race course strip is hoped for in three days. An American-employed Chinese stated that his Soviet friends had advised him to leave Tientsin, as twelve Soviet political police had arrived in the city in the past two weeks from Shanghai. These men had arrived in Shanghai from the U. S. S. R. on the lash Soviet ship. 6. Great tension exists among all Tientsin circles. The general feelin?; is that the Communists should enter in>mediately and get it over with. It is felt that the Communists can take over at any moment.
