official care and pedestrians with proper passes were permitted to circulate.

according to a report said to have originated in Garrison Ileadquarters, was
that 40,000 completely demoralized Nationalist troops coming from the Taneku

total iithdrawal of demoralized troops from the streets and in the lessening
of disorder.

An American-employed Chinese stated that his Soviet friends had advised him
to leave Tientsin, as twelve Soviet political police had arrived in the city
in the past two weeks from Shanghai. These men had arrived in Shanghai from
the U. S. S. R. on the lash Soviet ship.
