It has been ascertained that the rumor of a military coup in Colombia was instigated by Jorge Leica (sic, possibly Leiva), a Conservative senator. The latter advised the Secretary of Police that Manuel Jose Sieart, a retired colonel, was planning a coup for the evening of 17 December 1948 in collaboration with active Array officials. Sicart denied complicity in any such plot, but admitted that he was endeavoring to organize military conservative groups to support the Government. 2. The Colombian Csbinet recommended that President Mariano Oai ina Perez refrain from making public appearanceeuntil the situation was clarified.
