1. The recent XIi Plenum of the National Committee of the Colombian Communist
Party (KC) approved the following plan for financing the Party.:
a.. The present Party statutes authorize all cells to increase cues when
necessary. it. was recommended that such dues should be set at one per cent
of the salary or earnings of the member. t uotas may also be establis.ned in
accorciance with the ability of the member to pay. Farm worxcera will be
perntittea ::o pay dues in farm proauce, which will later be sold for the benefit
of Lhe Party. the funds collected will be used to pay salaries of Party
officials.
b. Payment, of dues will be controlled by the issuance of stamps Lo be
affixed to the Party carne L, with special issues for voluntary contributions.
2. A s;.iecial financial campaign in three stages will be carried out;
a. ins "Pro-V rdia Campaign" will begin iimneu i.atsly anu continue until.
10 January 1949, fifty per cent of the funds collectec will be turned over
to the i epartmental Committees.
b. The 061ectoral. Campaign" will be carried on from 10 January 1949 until
the national elections. Fifty per cent of the funds collected; will be turned
over to the Departmental Committees.
c. The "Campaign in Support of the Party Congress" will begin on the day .
