It is believed that this younger army group has been receiving a definite line of anti-Government propaganda from some co-or, source , as yet uniden tified~ The officers who have been drawn into conversation on the matter have all been noticeably in accord in their statements. For example, some of the points which most of them have cited are the following; the present Govern- ment is on the verge of collapse, and such a collapse would immediately place the country in a position which-would be most advantageous to Communist forces. The officers also state that they are so poorly paid that morale among their ranks is at a dangerously low ebb. Maintenance of an officer's social. position is extremely costly, and scarcity of officers and men neces- sitates overwork. All officers agree that the country is in critical straits at this time and that the crisis is due to civilian leaders who are thinking more of politics and political gain than they are of the country's welfare. 2 Source has confirmed a local press report that President Hertzog received a petition from approximately 180 officers in the Cochabamba area in which they suggest that he take a firmer hand in the Government.
