status of an Upravienie or Directorate (UVD,S'TAG). The present merger of the
UVD with the UKS has reduced the MVD headquarters in Germany from a Directorate

2. Chief of OVD/SNAG is Maj. Gen. Goro'chov, Gorokhov's chief is Col. Gen.
Kabanov, Deputy for Civil Affairs, SNAG. Kabanov is presumably a member
of the VVD; he occupies the post formerly held b V MVD Maj. Gen. Malkov.
Time Col. Gen. Kabanov and Maj. Gen. Gorokhov are the two top Soviet offi.
cials in SNAG dealing with German police matters.
3. On 26 October 1945 Col. Gen. Kabanov and MaJ. Gen. Gorokhov inspected the
two raramilitary police squadrons stationed in Leipzig. They expressed
their satisfaction with the police administration and actor odations. They'
stated, however, that the paramilitary police needed much additional poli-
tical indoctrination before it could replace or augcont the Soviet ocoupa-
