Subordinate to the Central Committee are the local Committeesd
Every Local Committee includes one representative of the Central
Committee who passes on Central Commd ttee instructions and decisions
and is responsible for their implementation and for the Local
Committee's administration. This representative may have assistants
assigned to help him manage the affairs of the Local Committee,
but he must first submit a list of names of prospective assistants
to the Central Committee for its approval.

Coosition
The Local Committees are eom oeed of eight members who are usually
secretaries of the sections (firgah) in the Districts However, they
are sometimes appointed by the Central Committee and may be members
who hold no other party positions. As was mentioned previously,
it is also essential that one of the Local Committee mer ers be
also a meeker of the Central. Oommittee.
The Secretary of the local Committee is usually in charge, but on
special occasions a representative of the Central Committee. assumes
control, upon presenting a written order from the Central Commiittee
to the Secretary*
d. Authors
The authority of the Local Committee is restricted to the activities
of the Sections (firgah) and Cells (ld3aldyah) in tbAr District,.
The Sections and Celia receive their instructions from the Local
Committee and submit all reports on meetings to the Local Committee
of the District.
The Local Committee may meet at arty time and is authorized to hold
meetings in places other than its headquarters. Under normal,
circwnstancess the Local Committee may meet several times a months
or under exceptional circumstances it may meet twice a week.

During a Local Committee casting, the suggestions and,direetives
of the Central Committee Representative, mast not be opposed.
If a member of the Local Committee offers as objection or
opposition, he will evantuallar be placed under secret surveillances
and if he is found to be acting against Party interests, the Central
Committee will consider his expulsion,

as Origin and Functions
The Section eras introduced to Party structure in Beirut and
Tripoli in 1942 to bring all members of one profession together
in one section. Since ]934, moreover, Party organisation in
Beirut had been based on the labor movement,
Meetings of the Sections in the cities, particularly in Beirut,
must be held once a week, and a report on the subjects discussed
must be submitted to the LocalCommitteeso
Before the Labor Council of a labor union meets, its Conmwniat
Section holds a meeting and decides what line to take at the
Labor Council gathering, By its unity, the Commnmist section
is thus able to control the decisions of the Council ev+ea:

Armenian Branch's Relation to the Comfit Partg Prem'

In 3.934 the Comintern issued a directive creating the Armeeiien Branch
of the Party, headed by Ixt,3n Madoyan, meter of the Central Committee
of the Lebanese CP. Ln ,3me, however, lt& oyafIa contacts with the
Armenimas decreased, although he remained the member of the Lebanese
Central Committee responsible for execution of decisions oonoezning
the Armenian Brunch. G special Local Committee was that formed with
Ohannes Aghabashian as General Secretary. A*iabaehian's knoKledge
of Arabic later led to his appointment as liaison between the Central
Committee and the Armeatan Branch.
