As was mentioned previously, it is also essential that one of the Local Committee mer ers be also a meeker of the Central. Oommittee. The Secretary of the local Committee is usually in charge, but on special occasions a representative of the Central Committee. assumes control, upon presenting a written order from the Central Commiittee to the Secretary* d. Authors The authority of the Local Committee is restricted to the activities of the Sections (firgah) and Cells (ld3aldyah) in tbAr District,. The Sections and Celia receive their instructions from the Local Committee and submit all reports on meetings to the Local Committee of the District. The Local Committee may meet at arty time and is authorized to hold meetings in places other than its headquarters. Under normal, circwnstancess the Local Committee may meet several times a months or under exceptional circumstances it may meet twice a week.
