1. On 18 January 1949, an organised uprising of dissidents of the 4th Koran
Army (sic)* is scheduled to occur in HWanghae Province, North Korea.
According to the fairly detailed operational plan, the revolt, which is of
indigenous origin, will involve simultaneous attacks on public Installa-
tions in Sariwon (125-44, 38-30). Cbaeryong (125-38, 38-24), and Haeju
(125-42, 38.02) by a force of approximately 45f0 armed men. At the same
time, the 9th Korean coast guard vessel (sic), which is commanded by a
disaffected officer. will move from Chinnampo to,Haeju to support the land
action. Following temporary successes in these and neighboring urban
centers, the rebel survivors will establish guerilla headquarters in the
mountains near Haeju and Hangju (125-46, 38-44).

2. On I January 1949. a leader of the rebellion met with LEE Hun-euk In an
unsuccessful attempt to enlist South Korean support for the revolt. L1?
feared that an uprising at this time, although good, propaganda material,
might aggravate the already precarious military situation along the 38th
parallel. However, when assured that the rebellion would take place in
any case, LEE agreed to send an observer to Chongdan (125-56, 37-58). 25X1A6a
