Because of Communist activities carried on in 'ontevideo by the officers and
men of the Polish ship, GENERAL ''ALTER, which docked in-Buenos Aires on
3 December 1948, permits are not being gr4nted by Uruguayan authorities
for this ship to visit the iP:lIontevideo port.
It is not known when this decision was reached by the
authorities nor which Uruguayan authorities took these measures. The
GENERAL iiALTER last docked in Montevideo on 6 July 1948, It was anchored
in the outer port on 14 August 1948, but was not permitted to tie up to the
docks.)
