Professor :tonstantin Bruuilov of the Venezuelan--Soviet Cultural Institute
issued instructions an 27 flovember 1948 to spread the following rumors anion

a. The Tilitary Junta s, instructed irrnigrants not to interfere in local
Venezuelan politlis, which indicates th-tt the new G& ernment disapprov:
of the irstigrants sy*xthizing with the Action Democratica Party.
The i'ititary Junta has forbidden fburther irmig ration,
c. The Military Junta is more rightist than the previous government and
consequently' will not encourage I migration.
d. The :iilituy Junta will prop bly interfere with freedom of religion and
work. The former goveri ont would have done everything possible to ax-r: gage
favorable living conditions for the iriprants.
e.. The Military Junta may admit more iizdgrants, but if so, will exploit t:: -,,.
2, Brusilov stated the recent revolt was a result of the liberal attitude of t'?.,?
Action Denocratica (AD--De'ooratio Action Party) and. the fact that at no tipe
would the AD subordinate itself to north American influence. Me_ added that
the revolution was part of the American plan to foment revolts throughout 4+uth
America in order to force the governments to conclude military alliances tg. inst
the Soviet Union.
3, According to Brusilov, during the revolt many AD and union syndicate retires n-
tativee sought the protection of the Soviet Lr.,bassy, The latter refused to
become involved, since the Military Junta ':ould punish the Embassy for any
interference in internal Venezuelan affairs. The 14nbo.ssy advised those seeing
sanctuary to find refuge in other Latin American legations or embassies,.
