The recent dtreotiv6' to the Ecuadoran Communist- Party_ outliniing a reorgani-a national prograq,produced the following results in the Guayaquil h of 'the Party: a. A reorganization and purification of labor syndicates will begin immediately in the cells throughout the country in accordance with the instructions of the directive. b. Sabotage training will begin soon at the Ancon oil fields. Members have already been chosen at Ancon to carry out this work. The latter group will receive technical courses in sabotage under the direction of Franklin Perez Castro and Ana Moreno, both prominent Party leaders. c. The reorganization suggested in the circular practically assures the elevation to power of the followers of Enrique Gil Gilbert and the demotion of Pedro Saad, Secretary General of the Party. As a result of the directive, Saad is contemplating a trip to Czechoslovakia for further Communist instructions and indoctrination. 2. A discussion ensued over the directive?s instructions that incompetent leaders should submit themselves to the Sanctions Committee for any mistakes committed. Saad admitted that he had made errors, but at the time they had been made in good faith. He implied that, although he had never personally gained any special favors from the Party, others had. The Gil Gilb t faction present at the meeting immediately proa tided to ma a thorough criti em of Saad's conduct of the Party., p tm ly in tho matter of handling the organization of labor syndicates. Saad was accused of giving excessive importance to the organization of the syndicate movement, wtt}out imposing Party adherence on labor members. This action weakened the Party and depleted its organizational strength and was one of the reasons why the Party had been instructed to reorganize, 3. The Gil faction further accused Saad of having neglected to detebop the syndicates as a political force. If he had obliged all syndicate members to join, the Party, these organizations would now be valuable auxiliaries. Since the Socialists have the majority in many of the labor unions, the Gil Gilbert group stated that it is necessary for the Party to insist that all Communist v ii 1vn . Where syndicates are not Communist controlled, unrest with the present leaders should be initiated. A reorganization should be effected, and Communist membership should become compulsory. A majority of the assembled leaders were in favor of Gil Gilbert's ideas in handling the syndicate organization and as a result a eowlesion was formed to take care of the work. Although Saad asked per- mission to be a member of the commission, he was overruled. 4.. The instructions have created a feeling of unrest and surprise among the Communist leaders. The Sanctions Commission, composed of Cesar Endara and Primitivo Barreto, will determine who will head the new organization of the Party.
