SUPPLEMENT TO
The following report describes the application of agricultural policies
of the Rumanian Government in the southern portion of Timis - Torontal
County, near the Rumanian Yugoslav frontier.
1. The Rumanian Workers Party and the trade unions are propagandizing the
peasantry in support of the collective farm systemm? Statistids favorably
comparing the USSR with the United States are furnished the peasants as
"proof that collectivization is preferable to any other system of

r. o At the town of Sannicolaul Mare there is a AF4M (Association of State
Fa:rmo and Machinery) with ten tractors. A former gyianasium houses a center
ti:-f the RL ZTM (Agency for Zootechnology and instruction in and Maintenance
of Machinery) with a school of instruction of young people of both sixes
as tractor operators.
3. This local center of ItEAZSM has a branch for wine culture, the task of
which is production and standardization of wine. The Swabian population
is requireed to supply quotas of grapes to the State as rent. Some of the
local Serb population have been given vineyards formerly belonging to the
biazas, but are not required to provide quotas. Agricultural ad-
mi.nis aratio a in this area is exercised by a veteran Hungarians Communist, a
former ra'.lroad worker, who uses h..s authority to terrorize, and dispossess
the ;wabiaaa'.

4. At San~snicolaul Mare an organization of Party members and police introduced
a program of forced planting. Peasants who came to the town were forcibly
sent home to work the fields. Those not complying with the orders of tree
local authorities were charged with sabotage and in many instances the
v cti.ms were condemned to serve one to three years in prison and to pay
