The :Nationalists will attempt to establish a defense line along the Chien-
tang River, but it is doubtful if they can organize an effective defense.
The morale of the troops is very low and many are deserting. There is no
real obstacle to a Communist push into South China except terrain and supply
problems.

REPORT NO.
1. The Nationalist forces are incapable of defending the Yangtze River line,
and are evacuating; all of the troops to the south bank. The evacuation
north of Chenohiang (119-28,32-12) is proceeding under heavy enemy pressure,
with the Nationalist air and naval forces participating.
2. The Nationalists have no intention of trying to defend the Nanking-Shanghai
area. They are attempting to extricate all forces and materiel in the area,
and are moving through Shanghai to Fiangchow.
4. The lhinistry of National Defense will move to Shanghai before 29 January,
and then to Canton.
