The campaign (sic) against the Communist Party of Rumania is becoming more intense. 03.d Communist officials who contributed to the establishment of the present regime in Rumania and who personally assisted the present ruler of Rumania have been removed from their posts (in the Party) and are under police surveillance. 2. "The cause of this tactic is said to be the fact that, at the recent meetings of officials of the Communist Party of Rumania, many of the leading members had the courage to express the opinion that #The policy of the Soviets followed at present in Rumania, regardless of the fact that we owe them our liberation, tends to transform our most fanatical followers into enemies of the Party.' 3. "Those who have not yet been arrested are fleeing into Yugoslavia, accepting apparently the views of Tito regarding Nationalist (sic) Com- munists. L1. "Those (Yugoslavs) representing the views of the Cominform, on the other hand,. are fleeing from Yugoslavia Into Rumania and Hungary. 50 "The senior diplomatic employees of the Yugoslav Embassy and Consulate in Bucharest have denounced Tito, either willingly or unwillingly. The diplomatic corps here is placed before the spectacle of a continuous fight raging between Anna Pauker and Tito. 6. "Recently a large number of proclamations directed against Pauker were found scattered in the barracks, the University and the various in- stitutions. These proclamations charged her with being a traitor who by her acts is consciously advancing to the destruction of Rumania. It is said (and it is probable) that these proclamations were printed in Yugoslavia. STA?E ~,~ "Packer is practicing a tyrannical and despotic administration in her ministry. Senior employees of the Ministry of Foreign Affairs are insulted by her, and she herself has beaten some of them. -~' ASSIFICATION SHE!!l JCONPROL - U.S. oFFIC]:AIs ONLY WAVY ~oFai~~ IRO ? ~wa..~.M~ ~ -+ 00" MUM in Clads. p t Dl 3r:rLT + Cta4a. "The newly elected Patriarch of Rumania, in spite of the opposition of prime Minister Grose l , was e ected following powerful pressure by Pauker on instructions from Russia. He is a rude country priest. As a result, most Rumanians have ceased going to church and performing their religious duties. They are demanding priests ordained by the previous regime.- Many of the priests and theologians have nought to resign, but they were given to understand that they would be prosecuted as reactionaries and opponents of the regime, and consequently changed their mind "Many Serbs from the regions of Bukovina and the Banat, who incline to favor the views of Tito, have been exiled from their homes in order to compel them to denounce Tito. The Tugoalav Goverm t h en as protested vigorously to the Rumanian Government, and has stated that it would take corresponding measures against the Rumanians located on Yugoslav territory (,rho so far have not been bothered). 10. "The food situation has deteriorated. 11. "The case of the Rumanian oil wells has not yet been clarified. The former American and British directors have been prosecuted, and some of them have been imprisoned on the charge of sabotaging production. A new Company has been formed to manage the oil Wells; the Russians hold ], percent of they stock, and the Rumanians 149 percent. Americans and British have not been indemnified. The Rumanian Government made a proposal for indemnification, but the Americans and British did not accept it. I do not know what the outcome of this case will be. Perhaps it will go to the International Court at the Hague, or possibly the Rumanian proposals will be accrepted, or the case will remain unsettled. 12. "The press in general has published bitter attacks against the United Nations, Greece, and- the decision taken by the Politics). Committee which recognized the guilt of the Northern Neighbors - a decision which will be approved by the General Assembly, 13? "The missions from Markos travel about the various provinces, spreading propaganda among the Greek element and seeking support and help for Markos."
