Gribanov, Deputy Political Advisor, SEA, gave a lengthy speech to an assembly of all departmental and provincial ,chief a o; the Political and Information Directorates, SP-tA. the speech 25X1 X is a significant indication of the future Russian foreign policy line because, of the nature of the audience. 2. The following are the main points of the speech: a. The last session of the United Nations represents a deliberate attempt by the US and Britain to undermine the authority of the UR. b. The same assembly revealed definite signs of rebellion on the part of the smaller t?Iestern nations against US imposed dictatorship in UN affairs. The first signs of this carne from Australia and several of the less im- portant South American countries whose delegates privately expressed appre- ciation of Russia's position in the Berlin crisis. c. In spite of Trumanes refusal to meet Stalin, the possibility of such a meeting, in the very near future should not be excluded. d. It is likely that the Soviet delegation will insist that the question of the North Atlantic Pact be pet on the agenda of the next session of the 13N General Assembly. The pact is a threat to world peace and indicative of the aggressive policy of the US and Britain, etc. e.
