to It is reported that on the morning of 31 January 1949, Anselmo Paulin,
Dominican Secretary of State, without portfolio, personally called at the
home of Manuel Imbert, prominent Dominican banker, and requested him to
obtain 120,000 in United States currency as soon as possible. Paulin
advised that Vo money was urgently needed by President Trujillo.
2, During the afternoon of 31 January, Fred Imbert, brother of Manuel and a
resident of San Juan, Puerto Rico, arrived in Ciudad Trujillo from San
Juan aboard a cargo plane of the Compania Dominican de Aviacion (CDA)
reportedly with the 9120,000 in his possession. The final disposition of
the money in Imbert's possession is unknown at the present time
Comment. A report from Port-au-Prince advised that Colonel Astrel Roland,
formerly Haitian Minister to Ecuador, who was allegedly involved with
Trujillo in a plot to overthrow the Haitia'- government, departed from
San Juan for Ciudad Trujillo on the afternoon of 31 January. He traveled
an a crew member on a Dominican cargo plane which is operated by the CDk
between San Juan and Ciudad Trujillo. There is a strong possibility that
Roland is currently in the Dominican Republic and that he arrived on the
