The Patent Department studies the records of USIA plants in order to decide

The general directors of the production administrations report directly to MA.LAVIN

Versorgungskontor); the latter office actually does the buying and selling. Some
admtnietratione have separate sales offices forindividual proiuets. Coordination
between the Sales and Purchasing Offices of the various a&ministrations is poor;

-.it government orders Austria, particularly for military departments, wore
placed directly with the sales offices of the various USIA administrations, and
the Soviet Trade Delegation was not particularly active. Since November of 1948,
however, more Soviet government purchase orders have been placed in Austria through
the Trade Delegation? In December 1948, for example, the Trade Delegation purchased
more than one and a half million sehillings worth of electrical measuring devices
manufactured by the Goirz optical company for shipment to the USSR. 25X1A6a
o nt: An Austrian Government source has provided further details on the Soviet
Trade Delegation. This delegations purchases from Austrian firms, as well as
from USIA, for schilli.ngs increased during October and November 1948 to such an
extent as to Cause alarm in Austrian business circles. Since purchases by the
Soviet` Trade Delegation do not conform to Austrian eeport.and tax regulations,
the large increase in the Delegations schilling purchases was thought to have an
adverse effect on the Austrian economy,. Except for rare casee,the Austrian firms
dealing with the Soviet Delegation did not report these transactions to the Austrian
Trade Ministry throughthe War'enrerkehrsbureau. The Soviet Trade Delegation
originally purchased goods in Austria for which no payment was made by the Soviets,
since these goods were considered compensation for Soviet food deliveries to Austria
during 1945. The account to which these purchases were charged was known as the
"Erbsenkonto,?? Following a ?oaxPower decision to halt further Austrian deliveries
against the Erbeenkonto, the Soviet Trade Delegation continued its purchases in
Austria, paying in echillings, but without conforming to Austrian export regulations.
