1. In Shanghai on 8 February LI Tsung-jen stated that he was extremely
discouraged. He fools that nothing can be accomplished with the present
cabinet, and that he has been frustrated at every turn by und?rlings who
have refused to carry out his orders because of their allegiance to CIHIANG
Kai-shek.
