1. An oil strike in the bast Lake P!aracaibo area by Accion Democratica adherents
similar to that of 17 January, was reported to be scheduled for 21 February
or shortly thereafter..
2. The military has been alerted and all precautions have been taken, "ilitary
investigation disclosed one mobile clandestine radio operating sporadically
in the East Lake area..
3. Clandestine handbills have appeared criticising the government and stating
that the workers have been betrayed by the ar;ny and by oil company layoffs.
40 Venezuelan oil syndicates deny that they are sponsoring any immediate strike
and disclaim all responsibility for the clandestine handbills*

nucleus of former Accion Democratica leaders who have not as yet been
apprehended. Current opinion in 1,1aracaibo was that the strike would not
come off.
