1. Although the 5 February 2.949 edition of Las Noticias Graficas stated that more
than 10,000 people had pa,rtiolpated in the parade organized by the Frente Nacional
Denooratieo (FUD), it is reported that only some 400 Communists were present on
the afternoon of 4 Febnmry for the parade. The Communists and others participat-
ing in the demonstration were easily controlled by an estimated 100 Carabineros, who
had been given orders to disperse any paraders.
2. The FND had attempted to organise a demonstration in honor of Communists recently
released from the Pisaua prison camp. Ca the day the rally was to take place,
Juan Bascunan, the administrator of the stadium where it was to be held,, advised
the FND leaders that.ie could not permit the stadium to be used by Communists or
Cosanmist sympathizers, It is reported that pressure had been brought to bear on
Basounan by Santiago Commissioner Rafael Pacheco Sty, a member of the Bernardo
Thames Aguila faction of the Socialist Party. Subsequently Pacheco Sty also re-
fused permission for the proposed procession to proceed from the Estadio de Chile
to the Plaza Italia. He did grant permission for the group to parade from a point
outside of the stadium to Plaza Ercilla (Parque Cousino). In spite of the per-
mission which he had granted, Pacheco Sty gave orders to the. Carabineros to disperse
any paraders,
3. When the 400 FND adherents gathered on 4 February in front of the Estadio de Chile,
the only speahfler was Cesar Godoy Urrutia, the Communist Party Parliamentary whip.
The Carabineros permitted him to speak for only three minutes. The FID leaders
than tried to organize the parade to the Plaza Ercilla, but they were allowed to
proceed only as far as the Club Hipioo, where they were dispersed by the Carabineros
