Major General Abdul Kadir'arrived in Kabul, September 1918, to open a legation and to serve as Mein ,seer from the Indonesian Republic to Afghan- istan. Although Kadir in accredited to the Afghanistan Government and the Indonesian Republio is tech^n:tzed by the latter government, Kadir has refrained from rffic i.ally presenting himself to the other diplomatic missions at Kabul. ~. Kadir claims to be in constant co nntmication with his Mvemment and also claims that this corn Iccation with his ?ovprmmnt comes from somewhere in the mountains of Java., via a British possession. He has made several trips to New Delhi in order to supervise the training of twenty air cadets who are at two different civill aviation schools in India. 3. Kadir seems to be well disposed toward Americans and claims that the main hope of the Indonesians is for'American intervention on their behalf. Though he feels closely akin to the Dutch people, Kadir states that he cannot Justify the stand of the Netherlands Government. He further states that the only hope for Indonesia is a strong independent Moslem state. 11. Abdul Kadir, who is 43 years old, was born in central Java. Upon completion of primary and secondary schools in Java; Kadir went to Zeyden, Holland, to study for the Dutch fo:reirn ':service, After five gears of study there, he spent a year at the University of Lausanne concentrating upon French. ITO then took and passed the Dutch forei.T1 service examinations. He speaks almost perfect "nglish, excellent French and C]erman, perfect Dutch, fair Arabic, native Lalay, and serer l other Indonesian lanp uance. `. After completion of his foreitr service -examinations, Kadir was stationed at Jiddah, Saudi Ar&,ia, in 1934, and served there until 19131, at which time he was the Charge d'Affaires., Wher war broke out he returned to Java and served as an artillery officer, having obtained a reserve commission while at school. Kadir claims to have helped organize the National Indonesian army under the patronage of the Japanese and to have been in charge of the evacuation of Japanese troops after V.-J day.
