On the basis of reports made by special inspectors of the PCI on the activities of the Communist federations, the Central Committee of the PCI agreed that, from a politidal and organizational point of view, the Communist federations function in an unsatisfactory manner. The Central Committee, therefore, decided that adequate measures must ,be taken to bring the federations up to the standards of efficiency required by the Party Directorate. 2. The Central Committee discovered the following deficiencies in the Rome Communist federations b. The results of the general elections of 18 April 1948 lowered the morale of the Communist executives and made them rather pessimistic and apathetic, with the result that many "comrades" no longer attend the meetings organized by the various sections. The members of the a sections of the Communist Party take little or no part at all in the activities of the Party? manifesting a disregard for the ideological and political principles of Corn nnnl .m , the said committee had so far neglected to uphold the ideological principles of Communism and had failed to make each member a proper legionary of the Communist army. The circulation of Ccmrnuniet newspapers and periodicals in the province of Rome and in Rome itself is among the lowest in Italy. d. No contacts are maintained among the various Communist organizations in Rome and in many sections the executives act according to their own judgment with great prejudice to the co-ordinate ectivities of the party. Moreover, the executives manifest considerable apathy and show interest only when they are confronted with acme major task* 3. The Central Committee arrived at the conclusion that the above-reported deficiencies show considerableek of preparation on the part of the federation executives. Above Oillp the investigation shoes that there are not enough capable leaders Ito deal with the various problems concerning the national and international'situatio , the .kcal questions and the controversies which are being debated 32t the Chamber of Deputies and throughout the country. The present leaders are unable to solve the various day-to-day problems and to head efficaciously the movement of the masses. The Central Committee consequently sent the Rome Federation a vote of censure, requesting that, in the future, the federation executives remedy the deficiencies noticed in the conduct of the affairs effecting so closely the life of the Communist Party and that the executives should follow scrupulously the directives on the general policy of the Party imparted by the Central Comieittee itself, directives tdiich are strictly based on Marxian-Leninist doctrines.
