Heckman, formerly Assistant Resident Commissioner,, has been appointed Territoriaal Beetuur Ambtenaar (TBA), Territorial Administrator, of Tapanuli, which includes the island of Nias. His office is in Sibolga, Middle fumatra. 2. Heckman is organizing a board of chieftains for Tapanuli. Local Batak chieftains are being induced to participate. 3. Only strongly guarded convoys are able to ply-between Sibolga and Padang- sidemouan because of snipers. The first Koninklijke Paketvaart Maatschappil (U.PM) boat for Sibolga is scheduled to leave Tandjongpriok on 25 January. Large stocks of produce such as rattan, palm oil, etc., which were seized b 9.
