1. There are in ilukden a large number of Soviet technicians who are connec ed
chiefly with the Sino-soviet Railroad*which the Soviets are operat o The
Soviet position regarding the railroad is that Chinese interest in the road
is still vested in the Nationalist government according to terms of the old
treaty, and that the Soviets are protecting this interest pending recognition
of the Chinese Communists or the collapse of the Kuomintang.
2. No Sovi3t troops have been observed in Mukden, and none are believed to be
in Manchuria.
3. The Chinese Communists are now negotiating with the Soviets for the purchase
of industrial machinery.
4. Mukden?s small businesses are depressed, but functioning. Newly developed
restaurants, however, are doing a good business. The general price level
in Mlukden is half of that of Peiping.
5. The only forra of communication open between L:ukden and Peiping is m?sil,
which is not usually censored.
Ga ut ent. Manchuria is definitely under the control of the top Chinese
C unist command in North China, although it has a small measure of local
autonomy,
