1e :several sources have reported that a military coup is in preparation in
El Salvador which might break out any day to free Colo Osmin Aguirre and
destroy the power of'the present governing junta,,
2. In a letter from a man named Efrain Lopez to his sister Lucia Lopez at
Caracas, Venezuela, Dr. Bias Cantizano of San Salvador was named as one
of the organizers of this movement. Lopez wrote that Cantizano had
succeeded in procuring arms and in securing the collaboration of various
colonels. Lopez asked his sister to advise him if it would be propitious
to have Dr, Max P. Brannon, former Minister of Economy under Cesteneda,
seek exile in Venezuela should the movement fail.
3. A second source also reported that a group of officers and civilians was
planning a coup d'etat to free Col, Aguirre, They included the following:

4, Further details of the plan called for the creation of disorder in&tinta Ana
and Ahuchapan as a diversion and a pretext. Osmin Gguirre will be allowed
by Coles Palma to walk out of the penitentiary and will go to the San Carlos
Garrison. This garrison, the Cavalry Regiment, and the National Guard will
be taken over by prior arrangement based on bribes. These three units will
call upon the let Regiment (Fort Zapate) to surrender,,

military plotters and certain "foreign" capitalists who rre furnishing the
funds, most of which are being used for briberyo
6, According to Jose Rafael Ulloa-1oraaan, an Osmin Aguirre supporter, the plot
is well advanced, He said he was invited to join during the last week in
February but refused. He added that good communications had been established
between the prison and the outside, and that many people keep in contact with
Aguirrea
7o The junta is presumably informed of the proposed coup, since the information
is known to have been divulged to the student leader Ulises Flores, who
undoubtedly would have passed it on to the civilian members of the junta,
