1. The basic reason for the arrest of CF~J Yi is maneuvering by the Political
Sci$nee Clique for an uaderstandir~ frith the Chinese Communist Party (CCF)
~nc~rebg the Clique would attempt to contain LI Tsue~;-~enra power and break
up the group tirhieh surraunds h3st. Ctir.I1, a prominent member 3f the cliques
had been negotiatit~ with a CCP representative for this purpose and had
discussed a settlement with the Canmuriista along the lines mentioned in
paragraph 2.
2. Zl~e Clique plan and I,I Tsun~-~er~~s plan far a settlement ti~ith the Ghinesa
Conrnunist;s e,re identical in that both seek to keep the Counmunists north of
of the Yzt~?-tze River by energeticaL~,y carrying out liberal rQforms south
