Contributions from Australia and Cyprus had not reached the Athens Finance Committee in time to be included in the present statement of accounts. 2) The contribution from France represented a special collection from French Communist students on behalf of Communist students in Greece, c. Paragraph 3 (h). Paragraph 3 (i). This covered expenses for the purchase of arras, ammunition and explosives for the Party's underground pars military organizations. e.' Paragraph 3 (j) and (k). This covered the expenses of the Attica. Brigade since its inception on 15 November. The Brigade's expenditure had been fixed at up to 50,000,000 drachmae per month. f. Paragraph 3 (m). This included the salaries of non-KKE members of satellite organizations acting as KKE salaried officials, and the money spent on agents providing information to the Party. g. Paragraph 3 (aa). This included the expenses of the Communist organization of the Army and Security Forces - KOSSA and of KKE"fractions"infiltrated into Greek security and political organizations, Ministries and other government departments. h. Paragraph 3 (cc). This included expenses incurred in connection with the thirtieth anniversary of KKE and the second anniversary of the Rebel Junta. 5. Roula Rodi (member of the Athens Finance Committee) is reported to have said that, as a result of the arrests in Piraeus among the members of the professionals' and shopkeepers' Communist organizations of the Base -- KOB's, the Party had lost ten regular contributors. All ten had each contributed one gold pound per month and five, who were restaurant owners, had given three to five free meals a day to Party members. It was estimated that their arrest would represent a loss to the Party of about 7,850,000 drachmae per month. Rodi is also reported to have been told by Antipas to take charge of the following articles of clothing which had been sent to Greece by Party organizations and sympathizers abroad. 9 new American overcoats 12 second-hand American overcoats 20 second-hand American men's suits 5 new Italian felt hats 2 parcels second-hand underwear (women's) 1 parcel second-hand dresses 24 pairs shoes (women's) 10 pairs shoes (men's) 6. These had been received on 31 December from the SS MARINE CARP and SS NEA ELLAS, and were taken by Rodi to a certain Golias (fnu), owner of a clothes shop in Korai Square, Piraeus. However, prices offered by Golias were considered to be insufficient, and the clothes were sent for dis- tribution among deportees on Khios and Lemnos. 7. It is also reported that Zisis Zographos (KKE Central Security official) was responsible for the collection of funds brought in from abroad by un- specified members of OENO serving in the crews of merchant and passenger ships. The money received was given by Zographos to Stratos Nikolaou, a stockbroker in charge of the Athens Finance Committee's "Yiafka", who con- verted the foreign currency into drachmae which he then handed over to Antipas. 25X1A 1. At the end of each financial period (i.e. every two months) the Athens Finance committee assessed their approximate expenditure for the next period and after comparing this with their anticipated revenue from subscriptions and routine contributions plus the existing balance in Approved For Release 2000/05/18': CIA-RDP82-00457R002500600011-0 Approved For Release 2000/05/18 : CIA-RDP82-00457R002500600011-0 -7- CO I 25X1A2g hand, they submitted to the Central Treasury in the mountains their estimated requirements to enable them to balance their budget. 2. Reference Paragraph 3 (g). Between 10 November and 31 December five officials (members of the Central Committees of the Peloponnesus, Macedonia and Thrace) visited or passed through Athens and were each given 2,000,000 drachmae for expenses. In addition sixty-four Party members left to join the Rebel Army in the mountains and were given 1,000,000 drachmae each before they left. 3. Reference paragraph 3 (o) and (q). KKE considered that considerable sums of money should be spent towards the support of the families of non- Communist senior officials of EAM solely in order to keep such officials well-disposed toward the Party. In the case of detained senior KKE officials, the Party considered that, as Communists, they and their families should be prepared to put up with some hardship and that con- sequently less expenditure was necessary to keep alive their Party faith. 4. From 15 September 1948, the rate of exchange has been 32,000 drachmae to the pound. Expenditure for the period September to November was there- fore approximately 31,200 pounds and for the period 10 November to 31 December was approximately 27,900 pounds.
