SUPPLEMENT TO
1. It has not yet been decided e.ong the leaders in Northwest China
whether to follow the example of FU Teo-?yi and make peace with the
Chinese Communists or to continue the struggle. Governor TUNG Ch'i-
wu. . ) of Su.iyuan Province appears unable to make up his
mind; CHA.NG', chairman of the Suiyuan Provincial Council wants peace.
However, 0 Yu-san ( .) S'niyuen military commander, wants
to fight. 0 was once a Student at the Central Military Academy and,
during World War II, led a guerrilla group in the Tachiing Mountains
(iii-, 141-) against the Jauanese.
2. The Ntighsia Provincial troops who were stationed at Kueisui (111-37,
40-47) and Paotou (110-03, 40-36) prior to December 1948 have returned
to Ninghsia Province and are now scattered among; the villages southwest
and southeast of Yinch'pan.** There is still one infantry regiment at
Tengkou (106-48, 39-56). Travel controls in this area are strict because

many officials in the province have believed that TUNG would follow FU.
On 28 January 1949 Prince A of Yehejo League*** went to Kueisui via Pao-
tou to consult with Governor TUNG, and it is probable that TU:TG and. A
will make their decision together and_that Yehejo League will be split
by several cliques.
4. Among the Mongol leaders in the Northwest, the following have agreed to
unite and. defend the area against the Chinese Communists!**** Prince
TE, Prince TA, Prince TtU, Prince HSIUNG of Silingol League, Altan-
va,chir, HSIUNG No, PPC commander of Urat Center 3anner (108-40, 41-40),
PAI Hai-fend; (-< -, - -) and. HAIT Y~i-ju ~ Chief of Staff
of the Ordos Right Flank Forward canner (109-15, 39-00) PPG Headquarters.
Prince LINT of Urat Center 3aauler arrived at Tingyuanying (Alaskan -Banner/
105-36, 38-43) on 9 February 1949. His son, who is HSIUNG No, and. Da-

5. After his arrival in Lanchou (103-41, 36-03) late in January 1949,
Prince TI held. several discussions with PAI Hai-fend, and Prince TA,

autonomy and weapons with which to defend themselves against the Chinese

rho gave his verbal approval of the idea. 'Nothing concrete, however,
was said. or done. TE subsecuently decided that whatever the policy of

ing all the Mongol leagues and banners in the !Torthvest in an attempt
to establish a; free Mongolia, since China now has only nominal juris-
diction over IIOnCol areas and the political-military situation there is
unclear. Prince TA is in fta.1l agreement with this plan. Tai's sub-
ordinates and their dependents departed from Lanchou for Tingyuanying
on 21 February; TE himself and. Prince TA planned to Co there on 1 March.
6. On 10, February 1949 Governor MAA Hung-kauei of Ninghsia Province told
Prince TV that the Mongol troops from Manchuria and Silingol League
who had been moving westward since the fall of Chinchou(121-07, 41-07)
in October 1948****** were then north of Kueisui and' that some of them
had probably reached Shan-pa. (107-08, 40-59). On 17 February PA.I Hai-feng
stated that some of Uljiwachir's troops had also moved into the area
north of Kueisui and Paotou in an atte;-pt to establish some sort of con-
tact with non-Communist Mongol troops in that area. PAI has been delayed
in setting up his -planned temporary headquarters at Shan-pa.
7. Prince T'U, Chief of Yehejo League, is seriously ill in Ilinghsia and his
subordinates fear that he may riot live. TLUt s secretary is "Little" Y=
Ya.o--ch'en ), a native of Tumen in Suiyuan (sic) and, a graduate
of Peiping university.
