1. From 9 through 16 March 1949 the informant.air-dropped rice and flour to
300,000 (?) Japanese troops in the mountains north and west of Shanhaikuan
(119-.47, 40-01). These troops, formerly under the command of YA./ADA (now
in Japan), act as guerrilla forces behind the Communist lines.
2. During the battle for Chinchou (121-07, 41-07), which occurred in the early
part of October 1948, a large number of Chinese Nationalist troops, freshly
trained and supplied at Taiwan, wa3 transported to Chinchou.
3. The Nationalist Government failed to evacuate these troops, and they took
to the hills in the vicinity of Chinchou, where they have been engaging
(February 1949) in harassing operations against the Communists.
4. The Nationalist Government had not planned this operation, and has had no
communications with these troops.
