Leaders of the Connmuzist Party of Chile (PCCh) state that the Chile- Party is following the Party line as laid down by international CoI-nunists in rns~aintaining the war between the capitalist countries and the "oviet Union is not unavoidable. Such a war may be stopped if a strong revolutionary labor movement is organized within each country, which the laborers would :support by refusing to participate in any campaign against the USSR. 2 Party leaders feel that the revolutionary labor movement can be advanced in Chile through the reorganization of labor as it was before the division of the Confederation de Trabajadores de Chile (CTCh),.* They hope to align Chilean workers with working people throughout the world who will join in refusing to fight against the Soviet Union, They can, for example, refuse to load ships and can instigate strikes in war industries. 3. Latin ?+.rlerican Communist Parties, according to Chilean Party loaders, are not participating actively in Cominform activities at present. They state that this does not moan the Latin :American Parties are not supporting the ':tarope.in Communists in a common world Party line, The difficulty lies in the fact that in the majority of Latin "Ir erican countries, the Communist Party has been declared Illegal, or its activities are closely watched or limited by the police. The governments of these countries,, in order to in- opire the confidence of. foreign capital, try to keep labor activities to a r+-lnimum or stop them completely. 4. The Chilean Cormsunists, estimated by their leaders to number '57,000 rsilitants, are f ighting for their existence and are only secondarily concerned with :S.T ternational policy. The PCCh is concerned, first of all, with restoring the political equilibrium of the left, restoring its legal status, and recover- .ng public liberties.
