OF PAGES 1 1. It is reported that Carlos Miro Quesada Laos, Peruvian Ambassador to Chile has received instructions from his government to publicize the desire of the Military Junta to hold erections. Re was therefore basically acting in accordance with his instructions when be made the statement to the Chilean press. that a "constitutionally elected president will be installed in the Governmental Palace before the and of the year".* In mentioning such a time limitf, however, Miro Quesada followed the line of Lt. Col. Alfonso Llosa, who advocates early elections, rather than the Odria faction which favors elections at a later. date. This point is said not to have been specifically covered in the Ambassador's instructions. 2. Luis A. Flores accepted the Ambassadorship to Rome after receiving Llosa's promise to see that Odria would keep his word and recall. Flores in time to help prepare the Union Revolueionaria's (UR) electoral campaign should elections be held. 3. The UR is generally conceded to be the largest legally organized political party in Peru today, although the exact figures of its membership are not avail able. Sources close to the party believe that reports of 200,000 members are an exaggeration of strength,, 4.
