During the recent visit to Moscow of KIM I1-s6ng and other North Korean
leaders, a military agreement was concluded as well as the publicised
"Economic and Cultural Treaty." The Soviet and Korean authorities agreed
on the following provisions for Soviet military aid to the Democratic
People's Republic of Korea:
1. The USSR will provide enough additional arms, ammunition and
supplies to enable the North Korean government to expand the
People's Army, making a total of six infantry divisions.
2. The additional armsfl ammunition, supplies, and transportation
facilities needed to equip seven "mobile" Po An The (Pence
Preservation Corps) battalions* will be provided by the USSR.
3. Between 20 May 1949 and 20 May 19500 100 to 120 additional
Soviet military advisers will be sent to North Korea. The
first group of twenty advisors, led by Major General Maltov,
will leave prior to 20 May 1949.
4. The military agreement will be in force for rive years,
