that it will not convene then, if at all.
24 Under the provisions of a measure adopted at the last meeting of the Yuan
in Nanking, only TUi1G Kwan-hsien, President of the Legislative Yuan, has
authority to convene the Yuan. TUNG may refuse to open meetings in order
to forestall control of the Yuan by members now in Canton who are mainly
from the CC Clique.
