1949 by the National Directorate of the Paraguayan Communist Party
(CPT!),, It contained the following propaganda.:
-`he CPP took credit for three consecutive defeats Inflicted against Yankee
erialists. a) The defeat of the Yankee agent Natalicio Gonzales;, b)
The defeat of General Faimund.o Rolon, presidential candidate of the Dutra
ov rnment and of Yankee imper^..alis ; and r) The liberation of political

The pamphlet - continued by stating that. the Paraguayan people could only
have democracy and peace by fighting against Yankee :intervention in internal
a.rf airs, by gaining respect for Paraguay's national sovereignty and by expelling

T-1 he pamphlet contained an attempt by the CPP to link revolutionary activities
Paraguayan exiles in. Argentina tai Lh i"lankee Imperialism" without offending
the Peron governnent...* The following translation of a paragraph from the

powers in r oney and arms. The Comrand is backed by 1!orinigg and is trying
to bribe coin tinders and officials of the Paraguayan Army. The Command counts
on the support of e~ogelio Benitez and other Guionista bandits and with the
help of certain Febrer_istas and Liberal adventurers who neither understand
nor re' resent the democratic aspirations of the Febrerista and Liberal

To accosrnli.sh this objective the Para/;uayan people must unite to fight for
the following: a) immediate political amnesty; b) full liberties and
guarantees for the legal activities of all political parties; c) el:imiw-tion
from the bottom up of all Fascists and .orinigist elements; d) general elections
within a short time under the control of a central electoral committee with
the Participation of all political parties,
To gain these.ob,jectives, the pamphlet stated that it would be necessary to:
grant raises in salary and wages in proportion. to the rise in the cost of
living since June of 1948; b) reduce the price of all articles of prime
necessity; and c) deliver parcels of fertile land to small farmers on a
ion/;-term credit basis of at least ten years to pa;y and a charge of not more
than three per cent interest?
