WX1A2g 25X1X6 Attached hereto in translation is a copy of a circular? dated 16 March 1945, which 'has been forwarded to the Secretaries General of all the state committees in Mexico. The circular, according to source, was written by ladielao Carbejal, Dionisio Sncina, Jorge Fernandez Maya, J. Encarnacion Valdez, and J. Encarnacion Perez. Ail, with the exception of Ctrhajal, are members of the Political Bureau and Central Committee of the Mexican Communist Party. Therefore, it is very important that through youth we win over the best young workers and peasants who desire,a better life for our people on the basis of struggling for the program and principles of the Mexican Communist Party. The recruiting of women must be stimulated. We must not forr?et that it is the women's section that is in the greatest danger of being won over by reactionary forces and the Bourgeois Parties becaua'e of the very condition of the Mexican woman. We must make the greatest effort to recruit the maximum number of women, taking experience from the role of prime importance that woman has played in social struggles and particularly within the Communist Parties throughout the world. Contempt for women's work must be put aside, and it must be given attention. Tied in with these objectives are the tasks which will permit he attain- ment of the above-mentioned aims and are indispensable for the strengthening of the Party. These tasks are AGITATION AND PROPAGANDA, EDUCATION OF OUR tv ,1 R,S, AND FINN CR5 OF THE PARTY. The Party must formulate concrete objectives in the field of agitation and propaganda.=-using all means within our reach, such as written propaganda, meetings, lectures. etc. It must educate every militant in order that he may print his propaganda personally each day. This propaganda must be opportune and clear, in order to be understood by the masses. As for Education, it is superfluous to say that it is most urgent to raise the political level of each Party member by means of the organization of study or reading circles. In connection with all the above, in order that the Communist Party may do effective work and be able to fulfill all the tasks, it must have the necessary funds.' The Party must understand theme problems completely, Every Communist must know that each cent given to our organization is a great aid toward the enlargement of our Party. The problem of finances is so closely linked with .the life of the Party that without money we can do nothing. Within our organization there must always exist criticism and self- criticism. The reason for the expulsion of certain persons waa, not precisely that they criticized the work of the Party but rather that they represented a group that at any cost tried to take possession of the Direction of the Party, in order to serve faithfully from the Ixecutive Board the interests of hostile forces. Jjr an indispensable condition for the fulfillment of the general and concrete teaks of the Party, the application of its political line, and attention to the problems of the working and peasant classes, the Party throughout the country must fight to fulfill the above-mentioned standards of organi- zation, especially those referring to the fact that each Party ~?aember must work in his respective cell and pay his dues. In proportion as we attain this, we shall have taken a step of prime importance for the development r-.nd strengthening of our organization. The Communist Party must be the true director, as a vanguard of the working class; and therefore it must work systematically to organize the union groups, direct, them wisely, keep posted on the problems that confront the workers' movement, carrying or.t controlled and systematized work that will gradually permit a greater and ;:greater in- fluence of the Party among the proletariat and upon the basis of formation of workers' cells in the principal industries. Only thus shall we attain the reinforcement of the Communist Party among the workers.
