The pamphlet stated that it was the duty of the Liberal Party to speak
out against the anarchy under which Paraguay :aas 'suffenZ for the past
t,,re ve year?s. Attention was called to the fact that tho prestige of the
Colorado Party has been lowered because it used illegal and unethical.
e:3ans to gain and retain its power. The pamphlet stated that the action
:i the Colorado Party in releasing political prisoners ras laudable but
there still existed unjust persecutions against Liberal opposition leaders
who had opposed Mor ni go and Gonzalez,
The pamphlet went on to say that the Liberal Party cannot remain passive
before the exiting situation in Paraguay. As a political organism., the
7:.beral Party must oppose the Colorado Party., as only through organized
r .d responsible political entsties can democracy be brought to Paraguay.
While the Liberal.- Part in conclusion, desired to make c1mar its right
to intervene in Paraguayan national politics, the Party would pact accept
