On 15 April 1949, a member of the Directing Committee of the Partito
Comr eta Italiano (FCI) Milan Provincial Federation reportedly made
the following observations:
as PCI rnerabers are concerned over the present political
situation and feel ct rt.ain that the Party will eventually
be outlawed., Precautionary measures are being prepared
for this emergency. Every month large sums of money are
given to lesser known leaders of the Party who, in case
the party is outlaywed, are to reach assigned zones in
Italy, and hide for as long a time as is required by the
situation, meanwhile directing the clandestine activity
which the Party will begin; and
b1., The PCI is awaiting orders from to plan its
future political course. At present two projects
are under discussion at Moscow for the future
clandestine activity of Co..ununist :Parties:
(1) To act at once in the ',best, provoking
a war. 1ith this course, it is expected
that the Communist parties in the test
would be outlawed icaraediateiy and would
pass to clandestine activity; and
