+.,. The slow but steady resurgence of Vanguardia Popular (PVP) activity was
evidenced in March in a fund-raising campaign throughout Costa Rica, The
final returns for the month of March 1949 amounted to 700 colones. The
original quota for that month was set at 505 colones.
?. Official P1J comment blamed government persecution for inhibiting the
campaign., but made much of the fact that the original goal of 500 colones
had been exceeded. The new, permanent monthly goal for total contributions
has been set at 3.000 colones.

Publicity for the campaign has been confined to the columns of the clandestine
P w newspaper, Traba o. The individual charged with toll-actions is named in
2'raba o as Elias Piedra, obviously a pseudonym for someone who has not yet been
identified.
