l. An unidentified member of the Christian syndical movement of France a
organization which advocates a federalized Europe,, arrived in Buenos n
Aires
from Paris by Air France on 11 April 1919 on a confidential,,, semi-official
mission for his organizations His goal was to persuade the Confederacion
General del Trabajo (CGT) to affiliate itself with the International
Confederation of Christian Workers. In this manner the CGT would be able
to disassociate itself completely from the Confederacion de Trabajadores de
America,. Latina (CTAL) and the American Federation of Labor (AFL).
21n This collaboration was first discussed with the Argentine Embassy in Paris.,
particularly Sri t~h its labor attaches who rya; retain friendly relations with
s} ranch Christian syndicates. The attaches' enthusiastic response and ap-
ia:roval of the pl4_an encouraged further negotiations with high echelon
argentine officials.
3., The proposal will be presented to President Peron and leading officials of
pohe CGTO In additions the emissary is to make a thorough study of the
labor union situation in Argentina.
This unidentified individual was accompanied from Paris by Gaston Bardet,
French urban architect, who will occupy a post on the faculty of the
school of architecture in Argentina for a period of two years.
