`Irr1.n the last two weeks of December 1948, employees at the LEK Phar-
maceutical and.Research Plant in Ljubljana worked on a twenty-four hour
schedule in order to meet the production quotas set for the year 1918.
Although .104 percent of the production quota was realized, drugs mane-
factured during the. month of December 1943 were not shipped in January
1949 as scheduled because the Cardboard Paper Mill in Ljubljana failed to
supply shipping cases ordered by the LEK plant. As a result of delays in
shipment and poor storage conditions, large quantities of panopita de-
composed.,
Three new drug manufacturing machines (tabietaraki stroji), ordered from
the Skoda works in Czechoslovakia during 1947, arrived at the LEK plant
in December 1948 but, in February 1949, had not yet been installed for
operation,, These machines may be adjusted to operate one, two or three
stamps (pecat) and can produce a total of 6,500 tablets per hour.
Since December 1948, the production of this plant has been rapidly de-
creasing because of shortages of essential raw materials. In January 1949,
the plant@s stocks of lead acetate, panopitn.powder, and streptomycin were
completely exthausted. At the end of January only 100 pounds of sodium
bicarbonate were on hand and glycerine, which had been ordered. from the
Fliva pharmaceutical, plant in Zagreb, had not been received. The LEK plant
also suffered from a shortage of pules for hypodermic injection liquids,
and of wheat and corn, used as solidifying ingredients in the manufacture
of certain drugs.

plant attributes a lack of security precautions. At the

methods such as placing an excessive amount of liquid glue on cases of
drugs, packed for shipment, causing the drugs to mold.

6. The Institute of Pharmaceutical Research operated by the LEK plant in
Ljubljana is located in the building of the Poijanska secondary school on
Poljanska street. All chemicals and medicaments are analyzed by the
Institute which has two laborgtories, one for the analysis of medicaments
and ,chemicals, and one where properties of inflaanable products such as
ether, petrol and alcohol are studied. ' The chief of he Institute, I riarijan
borer, is a chemical engineer and a recognized expert on industrial
chemistry. Borer inspects most of the drags prepared by Dr. Koch of the
LEK plant in Menges.** Borer is married, has three children and lives
at the L ZK plant, on 13% Celoveka street. is 25X1

the Institute is Professor Miroslav Firs who was a member of the "Catholic
Action" and the Clerical. Slovene Athletic Association (Zvez-, Fantoviskih

of the Communist Party and UD:B Unix, in the LEK plant is one Vincenc Bran#c,
a member of Titoes partbsans since 1942, who has only administrative
duties at Lek. He is described as 30 yearn old, of medium height, thin
unshaven face, and in poor health. Two sisters, P aae-tja aziuie, a pharmacist,
and Metka Ozinic, a chemical engineer, are employed in the laboratory.
