REPORT
1. The Communists are spreading the rumor that the Nationalists mined the mouth
of the Yangtze River at Woosung.
2, This rumor is being spread in order to gain time to settle a dispute between
Communist military and political factions over opening Shanghai trade to
foreign commerce.
3. Communist political leaders feel that General CHEN Yi, Communist mayor of
Shanghai, its attempting to reopen Shanghai to foreign trade too soon.
4. Nationalist General FU Too-yi* is still alive, Aost of his troops are
disarmed and divided into small, ineffective unite.
Between 10 April and 10 Juno 1949, approximately 130,000? Chinese and
foreigners left Canton**.
25X1A * Comment. FU, former commander of the Nationalist North China
dit Suppression Headquarters, yielded Peiping to the Comunists and
25X1A has since been reported a suicide by the Nationalists,
Comment., Perhaps the 130,000 went to Taiwan and Hong Kong.
