of irshava (48?19%230031E) and was established in 1945 during the
first days or Soviet occupation. This raion office is subordinate to
the MVD directorate of the Zakarpatskaya Oblast, located in the city
of Uzhorodb

3. A raion militia man under the command of Sr. Lt. Tsherakchav is stationed
in each of the five police precincts (uchastok) of the raion. There are
no communications, transportation, or road building subsections in the
raion-level MV!) in Irshava. Secret mail must be dispatched to the com-
munications subsection of the neighboring raion MVD in the town of
Berehovo (48012'N, 220400E).

Thoreau function of the local MVD militia is the preservation of law
and order. In criminal invehtigation oases, the militia men merely make
out the preliminary report1, ate actual investigation and even the pre-
liminary investigation immediately become the responsibility of the
Criminal Investigation Subsection under Tsherakehev. On the other hand,
the investigation of political crimes is the responsibility of the Seib-
section for Cambia against Banditry under Kovalenko. The latter turns over
the actual investigation to his two operational assistants. The primary
assignments of this subsection are the following:
ae Investigation of persons who fought against the incorporation of
the Carpatho-Ukraine into the USSR.
ta Detention and prosecution of persons intending or attempting to
flee abroad.

This subsection undoubtedly uses secret agents. For example, the chief
of section receives almost daily visits from three Jews who are probably
agents.**

To collect lists of all inhabitants in the =ion, including name,
date of birth, place of birth, occupation.
b. To forward copies of all lists to the oblast directorate of the
MVO in Uthorod.
c? TO locate persons on these lists at the behest of the chief of
section.
d. To register al/ new arrivals in or departures from the raion.
e. To issue certificates to new arrivals giving the date of arrival,
the reason for arrival, the previous address, and the place of
future residence.
f. To issue to persons traveling legally out of the area a certifi-
cate stating whence the bearer came and whither he is bound?
6. the Section
a. To take care of all aspects of the payroll. In the performance
of this duty, the accountant is under the direct jurisdiction of
the personnel section of the Oblast directorate in Ukhorod? The
regulations laid down by the personnel section contain all de-
ductions which must be made from the gross salaries; for example:
tax on all bachelors, government income tax sandother government
taxes. All incoming and outgoing papers handled by the accountant
nunt be signed by the chief of section.
b. On the basis of accounts kept by the section accountant, a check
is drawn up requiring the signature of the chief accountant?
This check is cashed at the raion bank and monthly wages are
disbursed.
C . To pay miscellaneous bills for office supplies, rent for office
space, telephones, expenses for stamps, light bills, bille for
maintenance of horses, upkeep of arrestees? and expenses for
"cultural enlightenment".
d. To keep a record of valuables confiscated from arrestees. These
valuables must be turned over to the finance subsection.
e. TO maintain an inventory of all property belonging to the section.
f? To keep the cash account books. -
g. TO pay out travel expense money on the presentation of proper
orders.
