1. The Chinese Communist Party (CCP) has instructed YIH Chien-ying to explore
the possibilities of both foreign governments and foreign firms agreeing to
participate in the economic development of South China, which 3.s dependent
on foreign credits for success.
2. The USSR lacks the capability to supply needed materials and., in any case,
would do so only at exorbitant cost to the Chinese. The CCF- prefers not to
become too deeply obligated on an economic basis to the soviets.
